Parks and Open Space

The Parks and Open Space Department’s mission is to promote and provide safe, comprehensive, and sustainable natural and recreational resources to the residents and visitors of Frederick.

Our vision is to create a safe, interconnected, and welcoming Town that is well-served by parks, open space, and trails that promote and protect Frederick’s heritage, greenspace, economic vitality, and neighborhood cohesiveness.

The Department is composed of three Divisions.  

  • The Administration Division oversees all Department operations, with an emphasis on strategic planning, finances and capital project design and construction. This Division also serves as a technical advisor to the Board of Trustees and Town Administration on matters pertaining to outdoor recreation and serves as staff liaison to the Parks, Open Space and Trails Advisory Commission.
  • The Parks, Open Space, and Trails Division manages Town-owned parks, open space, trails, landscaped rights of way, medians, urban forestry, and maintains the Town’s raw water system.
  • The Golf Division manages Bella Rosa Golf Course and recreational programming at the Golf Course and Frederick Recreation Area.
