About the Project
The CR13 and CR20 intersection was recognized in the Town of Frederick Transportation Master Plan (TMP) as a Tier-3 Short Term project, which are intersections identified for operational improvements and widening for high priority turn lanes. Additionally, the TMP Planning Action Committees (PAC) identified the CR13 and CR20 intersection as the second highest area of need in Town.
The Southwest Weld County Subregional Forum as part of DRCOG (Denver Regional Council of Governments) consisting of the City of Brighton, the City of Dacono, the Town of Erie, the Town of Frederick, the Town of Firestone, the Town of Lochbuie, the City of Longmont, the Town of Mead, the City of Thornton and Weld County awarded the Town of Frederick with support from the Town of Firestone the FY (Fiscal Year) 2024-2027 Subregional STBG (Surface Transportation Block Grant) TIP (Transpiration Improvement Program) grant for the design and construction of the CR13 and CR20 Intersection Operation Improvements project in the amount of $2,059,000 with $516,000 in Local Agency matching funds.
Intersection improvements at the WCR13 and WCR20 intersection are a joint effort between the Town of Frederick and Town of Firestone to improve roadway operations at a key shared roadway intersection for the benefit of both growing communities.
Benefits
The design effort for the CR13 and CR20 intersection improvement will include the ultimate intersection configuration with installation of additional auxiliary turn lanes, striping, signage and new traffic signals with ADA curb ramps, sidewalk connections with new installation in northwest quadrant and pedestrian crossing controls for increased multimodal public safety as well as improved drainage infrastructure including curb and gutter.

Timeline - Multi-year Project
2024
- In early 2024, the Town of Frederick signed agreements with CDOT and the Town of Firestone to initiate the project
- Design services were awarded to JUB Engineers, Inc. following a request for qualifications
- In August, topographic survey, aerial mapping, and concept design were completed
- From September to November, teams conducted geotechnical field work, additional surveying, and subsurface utility engineering to locate underground utilities
- By late November, draft utility investigation plans were completed
- By December, 30% of the overall design was completed—laying the groundwork for continued progress in 2025
Current year progress - 2025
- February – April 2025: Conduct value engineering, environmental investigation, Subsurface Utility Engineering (SUE) field work QLA (Quality Level A), and begin right-of-way (ROW) planning.
- April – November 2025: ROW acquisition process
- September – October 2025 Completion of 90% Design
- December 2025: Prepare Bid Documents
