The Town of Frederick is committed to the safety, health, and well-being of its residents. If you observe an issue related to oil and gas activity around our community, it's important to know how and where to report your concerns. Complaints can range from odors and noise to more serious events such as spills, leaks, or air emissions. Please review the guidance below to determine the appropriate action based on the nature and severity of the issue.
Emergencies:
If you observe any situation that poses an immediate threat to life, safety, or property, call 911 without delay.
Examples:
- Active fire or explosion
- Strong odor of gas, suggesting a possible leak
- Injury or immediate medical emergency
- Visible hazardous materials spill impacting roads or waterways
Spills, Leaks, and Off-Gassing:
For any observed leaks or spills of crude oil, water, or fluids from the ground, from any Oil & Gas infrastructure, including tanks, pipelines, wellheads, flowlines, or other equipment, residents are urged to report the issue to the state and local agencies and the Town of Frederick listed below:
Colorado Energy and Carbon Management Commission (ECMC):
- The ECMC oversees oil and gas operations and must be notified of all surface or subsurface spills, leaks, or vapor releases. Please use the ECMC Complaint Submission Form

Colorado Department of Public Health and Environment (CDPHE):
- CDPHE handles complaints related to air quality and public health concerns from emissions or odors. Please use the following link to be directed to the CDPHE Oil & Gas Concern webpage
- For active environmental spills, please contact the CDPHE Environmental Release Line at 1-877-518-5608

Routine or Non-Emergency Complaints:
Many concerns may not be emergencies but still require attention. These can be reported to the Town of Frederick Oil & Gas Liaison for documentation, follow-up, and coordination with operators or state agencies as needed.
- Noise from drilling or equipment
- Odors not causing acute symptoms
- Excessive light pollution
- Traffic or road use by oil and gas vehicles
- Aesthetic concerns or site maintenance issues
When to Contact the Operator:
Residents are also encouraged to contact the oil and gas operator directly to report:
- Routine nuisances (noise, dust, odor, etc)
- Site maintenance concerns
- Notifications of issues you've already submitted to the town or state
