Planning for the Future
Our commitment to enhancing our town's infrastructure aligns with the directives outlined in the multi-year Strategic Plan 2025-2026 , Strategic Plan 2022-2023 and prior 2021-2022. The Board has emphasized the need for facilities master planning and substantial improvements in services like asphalt patching, snow and ice control and more.
Moving Forward - We are Making Progress!
- Location Selected The 10-acre site at 7400 Eagle Blvd. was identified as the most optimal, centralized location. An agreement proposal between the Town of Frederick and Agilent for an Exchange of Property was considered by the Board of Trustees on Oct. 10, 2023. The Board requested a future meeting scheduled for Oct. 17, 2023, in which Ordinance No. 1388, titled "An Ordinance of the Town of Frederick approving an Agreement for an Exchange of Property between the Town of Frederick and Agilent Technologies, Inc." was passed.
- Owners Rep (Dunakilly) - The Town has partnered with Dunakilly to facilitate the design and construction process, acting as an advocate on behalf of the Town to track budget and cost on a day-to-day basis.
- Contract for Design Services (RB + B Architects)
- Contract for Construction(FCI) - Ground breaking in quarter 2, 2025.
- Phase 1: Q2 2025-Q2 2026. Main Building -27,500 SF
- Phase 2: Q2 2026-Q4 2026. Two Accessory Buildings 23,400 SF and 23,300 SF
The Town of Frederick is committed to maintaining the same high standards for our new facility as we do for all developments in the community. From plan review and permitting to architectural design, landscaping, and public improvements, every aspect of the project is being held to the Town's established codes and expectations to ensure a lasting investment in our town's future. The project will include infrastructure improvements to the community such as water and sanitary service line upgrades, a new turn lane, robust native and xeric landscaping, and future trail connections along Silver Birch.
About The Facility
- Will house Public Works and Engineering. This facility will also house the Parks and Open Space Department until a future building is available.
- 10 Acres of site development and 70,000+ SF enclosed space.
- Sized for the anticipated needs of the Public Works Department for the next 50 years.
- Fleet maintenance facility for all town vehicles as well as home base for Facilities, Streets and Stormwater, and Water.
The new building will allow the Public Works Department to serve the residents of Frederick more efficiently and cost-effectively.
- Bulk Liquid and Dry Storage to save money on purchase of Ice Slicer, mulch, sand, gravel, mag chloride, and other necessary liquids.
- Enclosed equipment parking will protect trailers and other exterior equipment to extend life of equipment, saving money.
- Bulk oil dispenser system and auto vehicle lift will allow Public Works staff to save money by maintaining their own equipment.
- Multiple windows in the office and shop areas along with a clerestory glass will bring in as much natural light as possible, lowering energy costs.
- The larger shop space and added garage doors will allow the Public Works vehicles to be more easily moved in and out of the space without wasting time rearranging vehicles in a tight space.
Funding
- This project is funded through lease-purchase financing - one of the most common financing methods used by Colorado local governments to construct capital improvements. No new taxes.
- A Guaranteed Maximum Price (GMP) agreement of $47,500,000 to ensure budget certainty.

History
In 2021, the Town established a Facilities Department in support of a Facilities Master Plan. In 2022, to comprehensively address facility challenges , the Town teamed up with the Department of Local Affairs (DOLA), and the University of Colorado Technical Assistance Program to conduct a detailed needs analysis, known as the Facilities Planning Study. Building upon this study, an in-depth Feasibility Study was conducted by Stantec Architecture Inc. to determine the space requirements, and site criteria for a Public Works facility that can serve our town effectively for the next 50 years.
This extensive study involved the evaluation of six potential sites, with our existing Public Works site being just one of them. This process included 40-50 data point criteria in the following general categories: Environmental constraints, space to expand, Real Estate market conditions, and infrastructure. We want to stress that the Board has been an integral part of this process every step of the way.
