2022 Officer of the Year
Officer Esther Collins
Chief Todd Norris and the Frederick Police Department would like to award Officer Esther Collins as the 2022 Officer of the Year. Officer Collins has demonstrated exceptional community involvement, partnership with citizens, the ability to work with others, dependability, and outstanding ethics throughout the year. Officer Collins' dedication and contributions have made a significant impact on the safety and well-being of our community in Frederick. Her commitment to public service and her unwavering commitment to the betterment of our community and department make her an exemplary role model for both her peers and the citizens of Frederick. Through her empathetic approach and effective communication skills, she has effectively listened to the concerns and needs of community members, actively seeking solutions, and providing support to all citizens and coworkers.
Officer Collins has demonstrated throughout the year the true value of Team F.R.E.D. and has earned this acknowledgment of this achievement of 2022 Employee of the Year.
Chief’s Commendation
Officer Anthony Fountain
Officer Fountain received a Chief's Commendation in recognition of his professionalism and teamwork in response to a vehicle theft incident in May 2023. He collaborated with Officer Lopez, and together, they demonstrated outstanding communication skills, working seamlessly as a team. Despite the high-pressure circumstances, they effectively coordinated with dispatch and responding units while maintaining clear communication and professionalism.
Officer Fountain's actions on that day embody the essence of excellence in law enforcement, and his dedication to the safety and well-being of our communities is truly commendable.
Police Service Award
Officer Eduardo Lopez
Officer Lopez received a Police Service Award for his exceptional dedication, quick thinking, and outstanding teamwork during a critical incident in May 2023. His keen observation and knowledge from previous cases allowed him to connect a suspect to other crimes. By connecting these details and alerting neighboring agencies, Officer Lopez brought the focus of numerous officers to the awareness that a wanted criminal was nearby and actively committing crimes.
Officer Lopez's exceptional performance and dedication to going beyond the standard call of duty were instrumental in solving the case and capturing a criminal. His ability to connect the dots across multiple sources of information, his proactive approach, and his relentless pursuit of leads were exemplary.
Officer Lopez's actions are a testament to the Frederick Police Department's core values, exemplifying his commitment to public safety, and merits issuing a Police Service Award.

In January 2023, on-duty Frederick Officers and officers from nearby jurisdictions were involved in a critical incident. They were called upon to assist with the incident investigations and several other tasks for an extended time. Their actions and dependability stand as a true testament to the core values of the Frederick Police Department, exemplifying a commitment to public safety.

New Officers
Officer Trevor McCourt and Officer Dale Woods
The Frederick Police Department welcomed two new officers to the FRED family on September 27, 2023. Family, friends, and the FPD welcomed Officer Trevor McCourt and Officer Dale Woods with a swearing-in ceremony.
