Following the dissolution of the Tri-Area Sanitation District at the end of 2007, Frederick entered into agreements with St Vrain Sanitation District and Weld County that makes the Town of Frederick responsible for all storm water drainage service within the Town Boundaries and that part of unincorporated Weld County know as Evanston. In May, 2008 the Town Board approved an ordinance creating the Storm Water Utility as an enterprise fund within the Engineering and Utilities Department. By establishing the Storm Water Utility as an enterprise fund, the Board assured that all costs associated with the provision of drainage services will be funded through rates and fees specifically collected for that purpose.
The primary functions of the Utility are to protect the lives and welfare of our citizens and to guard against damage to property from flooding during severe rainfall events. This will be accomplished in part by ensuring that new development provides storm sewers, inlets and detention ponds to keep storm runoff at or below historic runoff rates. The Utility will maintain public drainage facilities so lines and inlets are clean and ready to handle the runoff when a storm occurs. This will help ensure that police, fire and other emergency vehicles can travel to and from any location in Town, and that citizens, visitors, business clients and customers can travel safely and freely during and after significant storm events. There are also federal and state regulations that will become mandatory in the future that will require the Town to take actions to protect the environment to perhaps a higher level than currently is done. Simply put, an adequate Storm Water Utility will add to the quality of life and support an attractive business climate in Frederick.

Stormwater Utility Rates:
Residential rates - $6.23 per month per residential dwelling unit.
The Residential fee will be assessed to each dwelling unit of a multi-family, condominium, or manufactured home located on a parcel. It should be noted that everyone within the former Tri-Area Sanitation District boundary was paying $8.01 per month before the district dissolved. The Town Board believes that protecting people and property from the risk of flood damage is a community wide responsibility and decided that all Residential property will be billed on a flat rate per dwelling unit basis rather than considering lot size or impervious area. Therefore the potential adjustments to the Storm Water Utility Fees spelled out in the Storm Water Appeals Process shall apply only to non-residential customers.

Non-residential fees will be billed on a per acre basis with the rate per acre determined by the actual use of the property.
The intent is to assess the fees to developed properties only. “Developed Properties” shall generally be defined as any property that:
1. has had either an electric or water service activated at an address, regardless of whether the service is currently active or not, or
2. contains a structure requiring a building permit per Frederick building codes, or
3. has an area of 2,500 square feet or at least 20% of the lot, whichever is less, covered with asphalt, concrete, packed gravel, or any other type of hard or impervious material.
The Town Board and staff understand that there may be questions or concerns about this new Storm Water Utility service and the associated fees.
